NPO法人S-AIRは、1999年度より文化庁などの補助金を受けて北海道でアーティスト・イン・レジデンス事業を開始した。NPO法人となった2004年度以降は、インタークロス・クリエイティブ・センターICC（さっぽろ産業振興財団）との共催で事業を継続し、国内外アート・センターや、アーティストと独自のネットワークを形成している。

2009年に10周年を迎えたレジデンス・プログラム事業では、08年度終了時までで27カ国57名の招へい実績がある。ICCとの共催のAIR事業のほかにも、「アートあけぼの04-05」「アーティスト・イン・ スクール」といった、コミュニティ施設、小学校など教育現場にAIR形式を持ち込む新しい形のAIR事業運営を実践している。08年度からは、東アジアクリエーター交流プログラム「JENESYS Programme」（国際交流基金）の受け入れを開始した。 独自のネットワークを活用し、06年度より、札幌のアーティスト、クリエーター海外派遣事業S-AIR　AWARD（制作活動助成プログラム）を開始。以降、毎年２名づつの若手アーティスト、クリエーターを海外のレジデンス・プログラムなどへ派遣するコーディネートを行う。

自前の施設を使って事業運営を行う国内ほかの多くのプログラムと、S-AIRのAIR事業ではAIRプログラム運営のプロセスに大きな違いがある。S-AIRではレジデントの住居とスタジオ以外は特定の場所を保有していない。そのため、レジデントのニーズ、事業ケースに応じて変幻自在に事業プロセスを構築することができ、ここが特徴ともいえる。また、このようなプロセスを通じ、自然に他の施設、団体との連携がおこり、ネットワークを広げていくこととなった。それが今日のS-AIRが、道内、札幌における文化事業コーディネーター、つなぎ手として評価されている要因ではないだろうか。

そのほか、04年度には「アートNPOフォーラムin札幌」の運営に関わるなど、AIR事業とは別にコンサートやワークショップ、アート・プロジェクトなど文化事業全般の企画運営を積極的に手がけている。

引き続き、国際的なAIR運営者として海外および国内におけるアート・アクティビティの調査活動やネットワーキングを積極的に行い、さらに札幌という地域性を最大限に活かした文化事業を企画運営していく。そして将来的には、札幌にふさわしい機能的な「アート・センター」を提案し、開設することを目指す。 活動の詳細はHPをご覧ください。

活動内容（継続中の主な事業）
1:ICC + S-AIR 2008 Residency programme
開催場所:インタークロス・クリエイティブ・センター (ICC) ほか、市内中心部（08年度のテーマは「創造資源開発」）
対象者:市民とローカル・アーティスト
アーティスト・イン・レジデンスを主軸にした市民交流事業。海外在住のアーティスト、クリエーターを対象にした2-3ヶ月間のレジデンス・プログラム。4名の招へいアーティストごとに、作品制作から展示までを行う。同時に、2名のローカル・アーティストを交流のある海外のレジデンス組織に派遣。

2:アーティスト・イン・スクール
開催場所:札幌市内および、全道
対象者:事業受け入れ小学校の児童、職員、保護者小学校の空き教室を一時的にアーティスト・スタジオとして活用するAIR形式を採用した交流プログム。現在は、AIS プランニング(漆崇博・福村ななえ)が現場の コーディネート、参加アーティストごとのプログラムの企画運営を行う。

3:SNOWSCAPE MOERE 開催場所:札幌市立モエレ沼公園
対象者:市民
さっぽろ雪まつりに代わる「冬の芸術祭」をアーティストの手で再構築するための実験サイト。モエレ沼公園というロケーションを最大限に活用したランドスケープ・アートプロジェクトとして、04年度から毎年テーマを決め実施している。冬、雪といった地域資源の活用について、検討するディスカッション の場としても機能する。
＊1年目のSNOWSCAPEMOEREで発表された新しいアイデア「sapporoII」は、アーティストが牽引する市民参加型のオープン・プロジェクト。雪と都市生活、除雪システムをモチーフに、札幌市内中心部で別事業として展開している。

About NPO S-AIR

NPO S-AIR was set in 1999 as an organisation which runs artist in residence programmes in Hokkaido. The Agency for Cultural Affairs was initially the primary funder for the organisation. In 2004, S-AIR was registered as a NPO (Non Profit Organisation) and since then, the programmes have been run by S-AIR and Inter Cross Creative Centre, ICC (run by Sapporo Electronics and Industries Cultural Foundation). S-AIR has built various links between artists, arts centres and organisations both nationally and internationally. In the past ten years S-AIR has invited 57 international artists from 27 countries to take part. In addition to the residency programme, S-AIR has developed a series of other art projects such as 'Art Akebono 04-05' and 'Artist in School'. These community art related projects have taken place in local communities and primary schools.

S-AIR initiated the S-AIR Award in 2006. Since then the annual award has provided opportunities for two local artists or creators to carry out residencies abroad.

Along with the residency and community projects, S-AIR runs other cultural programmes such as Arts NPO Forum 2004, as well as, concerts, talks and workshops.

S-AIR is committed to developing its established links internationally whilst promoting and supporting the local arts infrastructure in Sapporo and appropriately, S-AIR has currently in development plans to set up an Arts Centre in Sapporo.

Programmes (on going)

1 : ICC + S-AIR 2008 Residency programme
Project venue : Inter Cross Creative Centre (ICC) and various places in
Sapporo (Theme 2008:Developing creative resources within Sapporo)
Target audience/participants : Sapporo citizens, local artists and the resident artists.
About program : The program facilitates interaction between citizens, local artists and international artists. Four international artists are selected for the residency every year. These artists stay in Sapporo for two or three months. During that time, the artists develop new work resulting in an exhibition. The residency programme also selects two artists to complete residencies abroad.

2 : Artist in School
Project venue : primary schools in Hokkaido prefecture include Sapporo city
Target audience/participants : students, teachers and parents.
About programme : On this programme, an invited artist takes a vacant classroom as a temporary studio. It is an open studio, so everyone in the school can come and work with the artist. At the moment AIS Planning (Takahiro Urushi, Nanae Fukumura) has taken over this program.

3 : SNOWSCAPE MOERE
Project venue : Sapporo Moerenuma Park
Target audience/participants : Sapporo citizens
About programme : This is a 'Winter Arts Festival', but in contrast to the Sapporo Snow Festival, it focuses more on the experimental and artistic. Since 2004 the winter landscape in Moerenuma Park has been perfect for this project. Every year the project has a different theme. As well as show casing a range of arts, the festival is an opportunity to enjoy the beautiful Sapporo winter!

* 'sapporo ll' is a satellite winter project which developed from SNOWSCAPE MOERE 2004. This is an artists led open and interactive art project. Working with the subject of Snow and Urban Living, the events are held in and around the city centre.
